Local Russian Government Contacts
These links provide local/regional government contact for your humanitarian recipient.  There are consistent reports that it is helpful if local authorities are invited to participate in the humanitarian process.  This is good for the authorities and it is good for the shipper.  It may be advisable to publicize this relationship.  Any experience on this subject is welcome.
